BUILDING RESILIENCY AND
INNOVATION TO DRIVE GROWTH
OF ENTERPRISES IN BICOL
is a collaborative partnership with the Department of Trade and Industry (DTI-V), Department of Science and Technology (DOST-V), Philippine Pili Industry League, Inc. (PhilPili), Philippine Exporters Confederation (PhilExport V), Bicol State College of Applied Science and Technology (BISCAST), Central Bicol State University of Agriculture (CBSUA), University of Nueva Caceres (UNC), the United States Agency for International Development (USAID) through their Science, Technology, Research and Innovation for Development (STRIDE) program spearheaded by RTI International and the Camarines Sur Chamber of Commerce and Industry, Inc. (CSCCI) as the project lead. It is a regional program that enhances industry resilience and competitiveness through the adaptation of innovative management systems and scientifically developed technologies. Its main goal is to establish a collaborative network or “bridge” between the government, academe, and industry for the advancement of MSMEs in the entire region.
Main Objective
- Provide guidance to MSMEs in accessing appropriate innovation resources.
- Promote avenues for a more synergistic and demand-driven research agenda.
- Promote development of market competitive and regulatory complaint local products.
- Assist MSMEs in identifying relevant and significant risks that can disrupt business operations and identify potential solutions to such.
- Promote a more inclusive innovative environment among various stakeholders in the region.
Methodology
- BRIDGE Bicol will be implemented for a period of 3 years and in three phases.
- A set of activities are proposed towards the achievement of each of the objectives.
- BRIDGE Bicol Program will be implemented by a Project Leader, supported by the RIIC Core Group and the Project Management Team.
- Conduct of regular monitoring of program activities and progress vis-à-vis workplan.
- At the end of program implementation, an impact assessment study shall be conducted to determine the benefits resulting from the program. Results shall be communicated to stakeholders.
Management Structure
- BRIDGE Bicol Program will be implemented by a Project Leader, supported by the RIIC Core Group (for the program direction setting) and the Project Management team (for the activity implementation and comprised of representatives from 3 industry associations.)
- The Project Management Team will be comprised of representatives from partners agencies involved in the Legazpi RIIC implementation.
- Implementation and development of technical content (per activity) will be handled by qualified consultants and experts.
- Coordination and activity implementation will be handled by a project administration unit.
- Progress and impact monitoring will be handled by a monitoring & evaluation unit.
Program
A. Knowledge management products on innovation.
BRIDGE Bicol will develop tools to make accessing innovation-related information and resources easier.
B. Access to innovation stakeholders’ fora and consultations.
BRIDGE Bicol will promote and facilitate industry’s increased presence and participation in various innovation fora and stakeholder consultations.
C. Streamlined product development process.
BRIDGE Bicol will complement government partners’ efforts in making the MSME innovation experience more seamless and impactful.
It will help in scaling-up DOST-V, DTI-V, and FDA-V collaborative partnerships for food processors’ product development and standards compliance.
D. Risk Management (Business Resiliency) services for MSMEs.
BRIDGE Bicol will design and implement activities and services to equip local MSMEs with the knowhow in navigating the COVID-19 pandemic and other significant risks that can have disastrous consequences on their businesses.

Innovation for Business Recovery is a step-by-step process to identify specific strategic needs of MSMEs amidst the pandemic and pinpoint where government, industry and academe can provide most impact and value.
BRIDGE Bicol will design and deliver various webinars to help MSMEs identify new and innovative ways to make their operations more resilient and competitive in the changing times.
E. Linkages activities with other innovation actors.
BRIDGE Bicol aims to facilitate MSMEs’ access to innovation resources through a set of linkages activities that will help improve their market, production, processes, logistics, and other operational concerns.
It will serve as one-stop-shop for business innovation wherein MSMEs can identify and engender support from available government, private, and donor-partners financing support towards their continued resiliency and growth.
